A Study on the Development Logic of Internet Content Governance in China: from a Technological Perspective

Technology determines how contents are created and as a result shapes the content ecology on the Internet. An in-depth look into how Internet technology has evolved and how it has fundamentally affected the way contents are created is key to better understanding the current status and dilemmas of Internet content governance. We revisited the history of Internet technology, exploring the development logic of China's Internet content governance from such three perspectives as field changes, resource allocation, and system construction. Contents are ubiquitous, which demand a natural expansion of the governance field as an adaptive response, but also impose a bigger challenge to executing a normalized governance routine; scarcity of governance resources has been intensified by the modernization, commercialization, and globalization trends of Internet technology; the connectivity nature of the Internet inspires regulators to seek countermeasures from "collaborative governance" made by system, competency and technology. This article attempts to find a balance point between the decentralization nature of Internet technology and the centralization tendency of content governance, and proposes that the essence of Internet content governance is technology governance.
